It is old radio. Could be even 30 years old.
First of it all I would connect it to signal generator and check sensitivity.
Inspect for leaking caps. Most probably a few are out of spec due to it's age.
Replacing them all is no solution.
I would trace failure and fix it.
Not possible without radio on the bench.

About the signal meter on fm i think it's because FM is too wide band. Does anyone know if this can be fixed to make it more narrow band ?
