PCSO's are tetra although they use town centre dmr radios on shopwatch schemes.

166.76250 is Burnley shopwatch,it is the people that help or sometimes move the homeless people on when they take up pitch somewhere where they are not wanted which sounds like that you heard,hear it loads here in Clitheroe,it is analogue.

If it's CC08 then WTR would suggest this:

If not then Preston University is another option. No DMR on their licence but may have been upgraded from analogue.

I can monitor this from Chorley and think it is University of central Lancs from Preston. The Ofcom site has the University on that frequency and sounds like security, locking up buildings etc,
