Tetra can't be heard. Digital is also a word that has a wide variation in meaning, some digital transmissions can be decoded, tetra can't unless you have another terminal. Even at that, it has to be 'booked on' Tetra (terrestial trunk radio) is one of the most secure networks around, and can't be decoded by any scanner, which is partly why it was implemented. Its produced by mm02 and marketed as 'Airwave'.
Also Tetra radio's are actually 'terminals'.
