kenwood ts-940 sql problem

hi all I am looking for advice I recently bought a kenwood ts-940s
my problem is I cant sql white noise out unless I turn the att knob to 20 db which in turn makes my radio a bit deaf
I have looked at the service manual and nothing there does anyone out there no the alignment procedure ????

Page 96, right hand side. Connector 29 is to squelch pot. Look around IC13 2/2 for voltages

I have also looked at service manual, and there doesn't appear to be a great deal of info regarding squelch.
Have a look to see if that IC has 7.4 volts on pins 3,4 and 2. And that one of them varies with rotation of squelch pot.
Check supply on pin 9, and ground on 5.

It could of course be the good old 940 syndrome of cold solder joints.
