Alan, Ofcom have no interest in policing the amateur bands, unless there's interference to the military, emergency services or to a neighbours TV, audio, phones etc. When there is abuse it's can be caused by unlicensed users, and all classes of radio amateur license holder, and mainly on VHF/UHF repeaters. Many clubs won't run weekend courses, as they believe that such a short course will not generate an understanding of good operating practise, and to an extent this is true. On the other hand you have experienced candidates who could almost bypass the foundation and go straight to the intermediate or full license exam, so need to pass the formalities ASAP. The licensing system could do with a good reorganisation.

When you take your foundation exam, I'd continue straight onto your intermediate ASAP. Questions relating to regs will be similar, and just a little more theory, all quite manageable. Don't abandon your club after getting your license, most do, it's a great meeting place for like minded people.
