Does anyone know....
Does anyone know why a mobile phone works perfectly clearly in a concrete multi story while a 446 is like a dead duck??, both being roughly half a watt and uhf.

Could be because with 446 you might be trying to go top to bottom, through all the floors and the mobile phone is going through a local cell site that is on one side or the other of the tower block and only one or two walls to go through.
Also cellular is at least twice the frequency of 446, so is affected differently by things like concrete rebar reinforcement spacing..
Tower blocks have a history of problems with VHF and UHF coverage in them, conventional installations put the base and antenna on the roof, bespoke systems have either the antenna half way up in the middle of the block, or have a leaky feeder antenna within the block.
