Amateur users of High Altitude Balloons use PMR446 frequencies for telemetry from balloon payloads. It's highly likely that the sound hears is the data packets of an image being sent. Theoretically, you could connect your radio to a PC and , using the right software, decode the data packets and show the image. HAB usage is growing and is a fascinating subject - look it up online
