Theres also a return flight departing Leuchars at 13:50 BST arriving Brize Norton 17:18 BST.

From what I read it appears to be an observation flight controlled by Russia. Has anyone got any more info on this?

It's basically what the Wiki article says. The Ruskies having a wee fly over Blighty to make sure we're not building nukes or something. We get them occasionally. They are a PITA as we are not allowed to change their course at all

These day's it's just a flex of muscle for the sake of it. There's nothing to be gained from a fly-over that can't be gotten from satellite imagery these days.
