Are the radials just made from plain round bits of alloy tube?

A decent metal stockist would be able to get you some cheaply enough.

Yes, they have been cut with a junior hacksaw, evident by the rough edges and burrs on the inner of the cut ends covered by the rubber caps, two of which are different from the rest.

Well at least you know to say so if you ever sell it on.
