I live in wooded area with low power lines I was thinking of installing a dipole how high should I install it how far away from the house should I install it

Wherever you like and as high as you like but as far away from the power lines as you can. Lowest you want to put it would be 5 meters high and use the shortest length of coaxial cable as possible, idealy in wavelength and/or fractions of, of the band you wish to operate on. That's what I do.

If you can, at the feed point, fit an "ugly balun" (Google it) consisting of 5 turns of your coax feeder wound neatly and as close together as possible around a 4" diameter bit of plastic pipe. The bare ends at the top of the coil attach to each of the centre ends of your dipole. This makes sure all your RF gets to the dipole and is not radiated from the feeder. Well worth doing, especially as it's so cheap (as in free) and easy to make.

In an isolated rural area where you have no close neighbours with things like cheap internet routers, LED outside security lighting and laptop computer chargers to give you RFI and you have an SWR of around 1:5 or below there will be no need for any balun of any type. Bung up an antenna first, SWR it and go from there. Keep it simple.
