pinging transmitters

ive been attempting to find some high power band1 transmitters before they all close down to try my hand at meteor scatter propagation, i have found one thats giving excellant results on vfo freq 59.257.4 CW 0r 59.256.7 USB .These freq are probobly slightly higher than the nominal carrier freq allowing me a little le-way on my waterfall. My research suggests that this is a transmitter in the ukraine TV Carrier Uzghorrod locator kn18 but over the 1500km ideal distance and only 7kw, was wondering if any body on here who knows about these things could confirm if this freq ident is correct

this transmitter in the ukraine will be turned off in 2015
