It would appear the Russians are now operational with their new OTH radar, with the usual scant regard for Frequency allocations.

Is anyone aware of the situation with regards to reporting it, Im guessing it won't make a blind bit of difference ?

Well, you can report it, but will it even make its way to the Russian MoD, and even if it does, is it going to earn more than a groan from the guy in charge of that before it gets thrown into the bin?
Anyways, it's interesting that these technologies are still being developed, I've always been fascinated by the "number stations" and other mysterious radio signals.

Some interesting reading on this new system if you go dig it out of google. It always amazes me that they still require this kind of brute-force approach and Satellites can't provide what they need, with their global reach and everything. Still, I suppose it protects against a malicious attack on their satellites as a prelude to attack or even the issue of the Kessler Syndrome coming to pass.

for all complaints about this system, please write them on a postcard and put them straight in the bin, saving hard-working postal workers between here and Russia a lot of hassle for ultimately the same end.

From the IARU Region 1 Monitoring System newsletter come reports that Russian over-the-horizon radar has caused severe problems on 14MHz. Sometimes three signals were active at the same time, each system with 14kHz bandwidth and many splatters. The transmitter is located north of Penza in Western Russia. The German PTT filed an official complaint and the Dutch PTT has been informed.

Regarding the use of "low tech, high power" tools like this one while they're supposed to have satellites, I think that the goal is to have redundant systems, so that if one is targeted, the other one will still work. Russia has suffered a lot from WW2, losing 28 million people, so they're extremely touchy about any hint of a threat, and will do everything in their power to make sure they won't be caught with their pants down like in June 1941.

.. plus, relying on lower tech might be a conscient choice. For example, at some point during the 50s (or 60s), the US armed forces got their hands on Soviet MiG-15 and 17 fighters, and laughed at the crude technology that was used in them.
Then, they conducted large scale military drills with the use of nuclear weapons and noticed that the electromagnetic pulse of the bomb fried the ultramodern radios, radars etc of the American forces but didn't harm the crude Soviet equivalents. So, it could be a conscient choice to have several early missile detection systems, high tech and low tech ones, so that if something fails, they won't be entirely defenceless.

Hi res imaging from space probably isn't as simple as it sounds, given the the huge area you have to cover, target size and distance with suitable beamwidths. I imagine one large ground based OTHR will be much cheaper to run and repair plus offer easier targeting and clearer results if it uses doppler for gauging speed of incoming objects.
