Why do Birmingham Airport Fire have such quiet audio?

Birmingham Airport Fire base on 455.575 NFM has such low audio modulation it is barely audible — you have to turn up the volume significantly compared to all other NFM transmissions.

It can't sound that quiet to them or the radios would be unusable.

The mobile transmissions on 461.225 don't show this problem, and nor does the Tower on 455.475, so what is going on?

It's always been like this — for at least 15 years.

Does this happen with other airport fire services?

I think I came across this before with a frequency in Newcastle... I switched it to 'FM' as oppose to 'NFM' and I could hear the audio much more!

The frequency was listed as 'NFM' though.

Well, miracle of miracles, they must have had a radio upgrade, it now sounds perfectly normal.

The fire control room has now moved onto a different part of the site... As have the antenna(s).
