Had a ranger 811a myself mate and did not find the valves very forgiving !! ended up getting shot off it and picked up a lovely excellently built semi homebrew valve amp running a pair off 813`s much more forgiving in the tuning dept !!
picked up one off these pulse tuners an although I have not used it yet supposdly makes tuning up a doddle and much safer !!
as mark says sure russia is the cheap source off valves these days ??

replace the 811's with 572's, you'll not blow them up in a hurry.
straight swap too!
there's plenty of 572's on the 'bay.
my 2x572 FL2100z will keep up with your 3x811 ranger, and I haven't managed to break that yet!

Ash,
How much power were you using to tune the amp up?
You should be using half of your transceivers power IE 50W.
