From memory this is one of the JRC MPT1327 trunked net frequencies - Western Power may well be on there, and probably a number of other users as well.
The full list can be found at http://www.jrc.co.uk/publications/archi ... cedure.pdf but keep in mind that this is a nationwide document and only a handful of those will be in use in any particular area.

Yeah I imagined it was trunked. It sounds like a mobile phone or something, you only ever hear WP on that freq (so far!), can always hear the dispatch room and the engineer handing over job details etc.

Recently discovered that freq 139.68125 is the control channel which bursts constantly.
The system ID they use is 0E21 which in dec. is 3617. WP are on CH34, Control on CH35
