Marine Channel 71 - Port Operations? most likely the Forth and Clyde Canal, maybe the Falkirk Wheel.
If you are in Falkirk, there are docks there and a canal. so searching the marine bands at high tide times should bring some results

Just a thought but is there a tourist boat trip running from Queensferry. I work for a charity that runs boat trips round a local Dock. Any vessel transmitting to the authorities should: name the recipient twice followed by the name of the transmitting vessel. and likewise for incoming signals though port authorities tend to announce their ID just once i.e
"Goole Docks, Goole Docks - Telethon Louise" would receive the response "Telethon Louise - Goole Docks"

If you can identify the vessel, then you could look at an AIS site if its big enough you could track it.

The answer to your question is Forth (VTS) (Forth Navigation) Vessel Traffic Service
this can be confirmed on page 11 of the document linked below

You can work it out using the WTR, but because OFCOM are a bit anal about Marine licences, you have to do successive binary searches on the area to track it down.

Isn't it based at Leith docks?
You can never have enough radios!
