I don't know, but it is in the geographically restricted PMSE band of 425.3125 to 425.5625 so likely to be a radio or TV company re Commonwealth Games.

This band is normally restricted to the BS/BM/Dorchester/IOW/PO/SO/Weymouth area (or at least it was in 2012).

The Olympics 2012 used these freqs:
425.3375
425.3875
425.4375
425.4875
425.5375
FM 50k bandwidth

sounds like a control room for the games.there on freq just now.am tryin to find the helly freqs
