Still listening i think this maybe around the Newark area in north Notts - it sounds like they are having probleam getting runner over the railway lines when a train is coming.

they are using a repeter so it should be hairable over a wide area

A CBS is a "Common Base Station". Essentially a repeater on a hilltop site with many different users, each of which uses a different CTCSS tone on TX and RX so they do not hear the other users traffic.

If a user is transmitting/using the repeater, other users transmitters are inhibited until the channel is clear. Users are also subject to a timeout to stop them "hogging" the repeater.

It could be the repeater or a time out your hearing. I believe it a community repeater with more and one user on it, around there now the some DMR too.

I have only noted the channel for a event once.

end of the day it just a matter of scanning, listen and logging what you hear. some time, you may need to listen to the same channel all day one weekday and a weekend day and then you may not get all the user on it. that goes for night and day.
